Perfume and cologne distributors and stores are able to purchase testers at really low prices as they are packaged only to be used to permit the attracted shoppers to smell the fragrance. Some retailers do put up the tester packages for sale and do so at a markdown price and yet make money.
If you are wondering if people have used these testers, then no, you are paying for an absolutely brand new, and never used perfume or cologne bottle.
